How we assure quality & safety
Every PeoplePlus service with a health, care or wellbeing element is overseen by the PeoplePlus Clinical Governance Framework and by named senior leaders.
The PeoplePlus Clinical Governance Framework
The framework applies to every PeoplePlus service with a health, care, wellbeing or safeguarding component, across Health & Care, Justice, Employability and Social Value. The Head of Health & Care is accountable for it, and it is reviewed at least once a year. The framework is in place across our Health & Care services.
It is aligned to:
- The CQC fundamental standards and Single Assessment Framework
- The NHS Patient Safety Strategy and the Patient Safety Incident Response Framework (PSIRF)
- NICE guidelines and guidance from the Office for Health Improvement and Disparities
- The seven pillars of clinical governance

We measure progress using recognised tools, including the Outcomes Star and the WHO-5 Wellbeing Index, and our approach to behaviour change draws on the COM-B model.

Protecting Personal Information
Marina Cadman our Caldicott Guardian, is responsible for protecting the confidentiality of health and care information and making sure it is shared appropriately. When we introduce or change systems that hold health information, our Head of Health & Care acts as Clinical Safety Officer under the NHS clinical safety standards DCB0129 and DCB0160.

Our Leadership
Marina Cadman, Head of Health & Care
Marina leads PeoplePlus Health & Care and is accountable for the PeoplePlus Clinical Governance Framework. Her experience spans health, social care, wellbeing, employability and community support, with a focus on designing outcomes-focused services for people with complex needs and significant barriers to independence. Marina writes regularly on mental health and wellbeing for the PeoplePlus blog.
Dan Peacher, Head of Secure Hospital Services
Dan leads education across our NHS secure hospital sites. He holds a BA in English Literature and Philosophy from the University of East Anglia and a Professional Graduate Certificate in Education. After lecturing in further education, he taught humanities in a child and adolescent mental health secure hospital before joining PeoplePlus in 2018 to lead education at a learning disability secure service. The model he built there formed the basis of a second NHS trust contract in 2021.
Lisa Walker, Regional Manager, Gloucestershire Carers Hub
Lisa leads our Gloucestershire Carers Hub Contract. Having worked with carers since 2016, and an upaid carer herself, Lisa brings years of experience to the role.
